Sichuan Provincial Bureau of Economic Cooperation
Sichuan aspires to be a major manufacturing province, with an emphasis on advanced manufacturing and the digital economy. It aims to build a number of advanced manufacturing clusters, cultivate new business forms of digital application, establish a highland for digital economy growth, and achieve high-quality development of Sichuan's manufacturing industry. The main business income of the five pillar industries reached 4.6 trillion yuan in 2021, an increase of 15.5 percent, and the added value of industries above designated size increased by 9.8 percent.
Electronic Information
Sichuan is an important national industry base of electronic information, in which half of the global laptop chips have been assembled, packaged and tested, and 50 percent of the world's iPads are produced. The AMOLED production line in Sichuan is the second one worldwide and the first one in China. Sichuan has also built an economic corridor of electronic information industry with Chongqing to create a global electronic information high-end R&D and manufacturing base and a world-class electronic information industry cluster. In 2021, the main business income of electronic information industry in the province reached 1,461.15 billion yuan, which has increased by 18.9 percent year-on-year.
Investment areas: the introduction of core infrastructure (integrated circuits, new displays, software), information security and emerging electronic information industry and other projects will be emphasized.
Equipment Manufacturing
Sichuan is an important national manufacturing base for major technical equipment, as well as one of the four major aircraft manufacturing bases and three major power equipment manufacturing bases. Sichuan has more than 3,000 scientific research institutes, universities and manufacturing companies involved in the equipment manufacturing industry, and is committed to building a world-class major equipment manufacturing base. In 2021, the main business income of the equipment manufacturing industry in the province reached 806.98 billion yuan, growing by 8.6%.
Investment areas: the introduction of such projects as aviation and gas turbines (civil aircraft and spare parts, aircraft engines and helicopters, UAV R&D and manufacturing), intelligent equipment (high-performance machining centers, high-end CNC machine tools, industrial robots), rail transit, and new energy and smart cars will be emphasized.
Food & Beverage
As China's main production area of cereal, oil seeds, pigs, tea and other economic crops and agricultural and sideline products, Sichuan now has three 100 billion-level industries of liquor brewing, grain and oil processing, and meat processing. The total scale of its liquor industry ranks first in China. Sichuan liquor, Sichuan tea and other characteristic industrial clusters featuring "Sichuan Brand" has been formed. In 2021, the main business income of the Food and Beverage industry reached CNY 1,003.02 billion, indicating a growth rate of 10.3%.
Investment areas: the introduction of projects in the fields of deep processing of agricultural products (equipment manufacturing technology, energy saving and environmental protection technology, biotechnology), high-quality liquor, refined Sichuan tea, medicine and healthcare (pharmaceutical manufacturing, medical equipment), etc. will be emphasized.
Advanced Materials
Sichuan has 83 industrial parks featuring advanced materials. A number of special industrial parks like Chengdu advanced material, Panzhihua vanadium and titanium, Leshan crystalline silicon and PV, Liangshan rare earth, Suining lithium battery, and other special industrial parks have been established. Moreover, ”The Capital of Vanadium and Titanium”, ”Green Silicon Valley", ”The Capital of Lithium Battery" and other well-known brands have initially been built. In 2021, the main business income of the Advanced Materials industry reached 767.42 billion yuan, up by 21.9%.
Investment areas: the introduction of advanced basic materials represented by vanadium-added and titanium-added steels, and aluminum-based materials, key strategic materials represented by special alloys, crystalline silicon PV, rare earth new materials and lithium batteries, cutting-edge new materials represented by graphene, etc. will be emphasized.
Energy and Chemical Industry
Sichuan is an important production base in China for clean energy industry, natural gas chemical industry, salt chemical industry and fertilizer industry, while its nuclear power equipment leads the nation in terms of the research and development, design and manufacturing capabilities. In 2021, the province's main business income of energy and chemical industry reached CNY 855.62 billion, indicating a growth rate of 18.1%.
Investment areas: the introduction of industrial projects like clean energy (comprehensive utilization and exploitation of shale gas, hydrogen energy and solar energy), green chemicals (fine chemicals, natural gas chemicals, salt chemicals, sulfur, phosphorus and titanium chemicals, and petrochemicals), and energy conservation and environmental protection will be emphasized.
Digital Economy
Sichuan plays the leading role in China in the fields of internet infrastructure construction and digital economy development. Its comprehensive strength of "Digital China” ranks sixth in the country and first in the central and western regions. In 2021, its total output of digital economy reached CNY 401.2 billion, up by 18 percent.
Investment areas: the introduction of projects including modern communications technology, cloud computing, big data, artificial intelligence, Internet of Things, blockchain, gaming and e-sports projects will be emphasized.
Sichuan is stepping up efforts to become a major province with modern service industry through improving the quality and efficiency of the four pillar service industries: commercial trade, modern logistics, financial services, and culture and sports tourism, speeding up the development and improving the quality of six growing service industries: scientific and technological information, commerce exhibition, human resource, Sichuan-style catering, medical and healthcare, as well as family and community, building the reputation of "Sichuan Service" brand and improving its quality.
Investment area: the introduction of commercial trade, modern logistics, financial services, culture and sports tourism, commercial services and other projects will be emphasized.
Sichuan further carries out the strategy of rural revitalization, accelerates the transition from a large agricultural province to a major agricultural province, and facilitates the development of 10 competitive industries with distinctive local features including Sichuan grain and oil, Sichuan pigs, Sichuan tea, Sichuan cuisine, Sichuan wine, Sichuan bamboo, Sichuan fruit, Sichuan medicine, Sichuan cattle and sheep, and Sichuan fish, as well as the growth of three leading supporting industries including modern agricultural seed industry, modern agricultural equipment, and modern agricultural drying and cold chain logistics. As a result, agriculture will grow to be a more well-recognized sector in Sichuan. In 2021, Sichuan's total grain output was 35.82 million tons, ranking ninth in China, with the highest rapeseed output. Moreover, 212 regional public brands of excellent agricultural products and 816 high-quality agricultural product brands have been cultivated.
Investment areas: the introduction of leisure agriculture, ecological agriculture, agricultural e-commerce, digital agriculture, smart agriculture as well as infrastructure construction projects for leisure agriculture and rural tourism will be emphasized.
