High-quality Business Environment

Sichuan adheres
to market-oriented, law-based and international business environment, provides
high-quality services for enterprises' investment and development, and strives
to build an international business environment leading the central and western
regions. In 2021, Chengdu's business environment ranked 10th in China and first
in western China. Sichuan's business environment ranks among the top 10 in
China and first in central and western China.
Public Service
Sichuan is one
of the provinces with the fewest items of administrative examination and
approval in China with the business start-up time being reduced to within one
working day. Reforms to streamline
administration, delegate powers, improve regulation, and strengthen services
have been deepened.. The "unified online government service" and
"one-stop operation" policies have been implemented with the
"one-stop operation" items increased to 99.2% and the "unified
online government service" items increased to 94.9% of the total. In 2021,
210 high-frequency issues were handled in Sichuan and Chongqing in an
integrated way with 18,000 cases being handled daily.
Tax Service
Sichuan has
implemented the national policy of reducing taxes and fees, and gives more
support and preferential treatment to enterprises in Sichuan. In 2021, taxes
and fees were cut by nearly CNY 40 billion, and 1.352 million new market
entities were added, totaling 7.716 million.
Financial Service
Sichuan has
carried out the pilot work of "Tianfu Science and Innovation Loan" to
solve the problem of financing and high cost for small and medium-sized
high-tech enterprises and high-tech enterprises. By the end of 2021, the total
number of various financial institutions in Sichuan exceeded 2,000, ranking
first in central and western China, and the balance of financing guarantee was
about CNY 290 billion.
