(I) Office

Be responsible for daily operation of communications, meetings, archives, confidence, etc.; be responsible for logistics support work such as finance, government procurement and fixed assets management; be responsible for government affairs publicity, supervision, performance appraisal, cadre personnel affairs, retirement, establishment of institutions, foreign affairs, training, publicity and information construction; and be responsible for the evaluation of local financial work.

(II) Policy and Regulation Division

Be responsible for coordinating and drafting local financial regulations, regulations, development planning and financial policies of Sichuan Province; be responsible for comprehensive administration according to law; study and analyze local financial situation and financial operation status, organize and carry out research on important subjects, and be responsible for drafting comprehensive important manuscripts; formulate the planning and implementation plans for promoting the construction of financial center in Western China and coordinate and supervise their implementation; be responsible for the construction of financial think tanks; coordinate the organization of financial fairs and financial forums, and participate in the preparation of financial indicators; be responsible for financial innovation; and organize to handle the proposals of deputies to Sichuan Provincial People’s Congress and the proposals of members of Sichuan Committee of CPPCC.

(III) Local Capital Market Division

Be responsible for capital market and direct financing of Sichuan Province; be responsible for listing restructuring, listing cultivation and listing coordination of enterprises in Sichuan Province; guide the standardized development, merge, acquisition, restructuring and refinancing of listed companies; join hands with relevant departments to guide and promote enterprises to issue various bonds and carry out asset securitization (except for overseas financing), participate in guiding the standardized development of various investment funds; and coordinate the relevant work of the securities, funds, and futures operation institutions.

(IV) Local Trading Place Supervision Division

Formulate the development plan of financial factor market in Sichuan Province, promote the construction of local financial factor market system, guide all kinds of trading places to serve the real economy and regional economy; be responsible for the supervision on the trading places of equities and staple commodities in Sichuan Province; guide trade associations related to trading places to carry out work; and undertake the daily work of Sichuan Provincial Leading Group Office on Cleaning-up and Rectification of Trading Places.

(V) Local Quasi-finance Supervision Division

Formulate the development plans, development policies and management systems for small loan companies and organizations for mutual fund assistance and cooperation in rural areas in Sichuan Province and organize to implement them; guide their reform and development; be responsible for routine supervision on them; and undertake relevant administrative examination and approval matters promulgated by the People's Government of Sichuan Province.

(VI) Local Financial Stability Division

Participate in promoting the construction of financial ecological environment in Sichuan Province; lead and join hands with relevant departments to prevent, solve and dispose of local financial risks, promote the establishment and improvement of financial risk monitoring, risk warning system and financial risk management linkage work mechanism; guide various places to carry out anti-illegal fund-raising publicity and education, risk investigation, case investigation and disposal and other related work; undertake the specific work of Sichuan Provincial Leading Group Office for Crackdown and Disposal of Illegal Fund-raising.

(VII) Banking Coordination Service Division

Formulate the development plans, policies and measures for the local banking industry in Sichuan Province; participate in the business guidance for the establishment and management of the local corporate financial institutions of banking in Sichuan Province; be responsible for the reform, development and business guidance of Sichuan Rural Credit Union; assist in organizing financial institutions of banking to interface with key projects and related enterprises of Sichuan Province, and guide the financial institutions of banking to improve their financial service capabilities.

(VIII) Insurance Coordination Service Division (Financing Guarantee Coordination Service Division)

Formulate the development plans, policies and measures of local insurance industry and financing guarantee institutions of Sichuan Province; be responsible for the industry supervision of financing guarantee companies and credit promotion companies of Sichuan Province; promote the construction of financing guarantee institution system in Sichuan Province; participate in the establishment, management and business guidance of local insurance companies and financing guarantee companies; promote the innovation of insurance varieties and services; promote insurance funds to expand direct investment; participate in policy insurance work such as agricultural insurance; and undertake the specific work of Sichuan Provincial Leading Group Office for Reform and Development of Modern Insurance Service Industry. The Party Committee of the Bureau is responsible for the Party-mass work of the Bureau. The way of setting up its offices shall be determined in accordance with the relevant provisions of the CPC Sichuan Provincial Committee.
