On February 25th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the Fifth Plenary Meeting of the Leading Group for the Promotion of Work in China (Sichuan) Pilot Free Trade Zone, to convey the important instructions of General Secretary Xi Jinping and Premier Li Keqiang on the construction of the Pilot Free Trade Zone and the spirit of the fifth anniversary of the construction of the Pilot Free Trade Zone, stress the need to continue to free people’s minds, explore ways to address difficulties, highlight the core tasks of institutional innovation, continue to deepen the differential reform experiment, and promote Sichuan's high-quality economic development.

The meeting studied the Work Highlights of China (Sichuan) Pilot Free Trade Zone in 2019, the Implementation Opinions on Deepening Reform and Innovation of China (Sichuan) Pilot Free Trade Zone, the “10+10” List of Problems for Special Coordination of Sichuan Pilot Free Trade Zone in 2019, the Selection Proposal and "Overall Plan" for the Pilot Area of Collaborative Reform in China (Sichuan) Pilot Free Trade Zone, the Work Evaluation and Management Measures in China (Sichuan) Pilot Free Trade Zone and other documents. The Sichuan Provincial Department of Commerce, Chengdu, and Luzhou reported the progress and achievements on the construction of the Pilot Free Trade Zone. Yibin City, Chengdu Customs, and the Sichuan Provincial Bureau of Market Supervision reported on the promotion of collaborative reform and innovation work.

Mr. Yin Li pointed out that since its listing, the construction of the Pilot Free Trade Zone has been advanced steadily and significant progress has been made. The work and achievements of the relevant localities and departments are worthy of recognition. At the same time, there are still huge gaps in the construction of the Pilot Free Trade Zone in the province from the central requirements and the expectations of the society and market players. Each member of the leading group should accurately grasp the central government's deployments and requirements for the construction of the Pilot Free Trade Zone, closely integrate with the actual situation in Sichuan, and increase the learning and transformation of the advanced experience of other provinces and cities, and make fully play of the driving role of the zone in opening to the outside world and the high-quality economic development. It is necessary to highlight the core tasks of institutional innovation, focus on major reform issues, seize the commanding heights of “institutional opening-up”, and strive to build the Pilot Free Trade Zone into one of the important driving forces for promoting high-quality development in Sichuan. It is necessary to continue to deepen the differential reform experiment, promote the synergy between the inland and areas along the coast, borders and rivers, accelerate the construction of a new three-dimensional comprehensive opening-up pattern, and focus on developing new competitive advantages for Sichuan.

Mr. Yin Li stressed that it is necessary to do a good job in the implementation of various reform issues, establish the integrated reform mechanism, and coordinate the work of statistical evaluation, publicity, promotion, and talent protection, in a bid to jointly promote the construction of the Pilot Free Trade Zone to a new level.
