On July 25th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, presided over the Fourth Plenary Meeting of the Leading Group for China (Sichuan) Pilot Free Trade Zone Promotion, during which he emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping regarding the Work of Sichuan and carry out the spirit of the Inter-Ministerial Joint Conference of the Pilot Free Trade Zone Department of the State Council. In accordance with the deployment and requirements of the Third Plenary Session of the 11th Provincial Party Committee, He called for outstanding achievements in the core tasks of institutional innovation and leading engineering construction by enhancing the sense of responsibility, urgency, consciousness and initiative to deepen reforms across-the-board and expand openness to a higher level, and lead the three-dimensional comprehensive opening-up and high-quality development of Sichuan Province.

In the meeting, reports regarding the construction promotion of the Sichuan Pilot Free Trade Zone by the Ministry of Commerce, Chengdu City, and Luzhou City and the participation of Yibin City in the coordinated reform were delivered. The works and achievements of the Sichuan Pilot Free Trade Zone since its establishment more than one year ago have received affirmation. Problems and difficulties facing development were studied, and documents including the "Guiding Opinions on Promoting the Leading Engineering Construction of the China (Sichuan) Pilot Free Trade Zone" and the "Implementation Plan for the Construction of the Pilot Area for the Collaborative Reform of the China (Sichuan) Pilot Free Trade Zone" were deliberated.

Mr. Yin Li emphasized that all relevant localities and departments of the province should further deepen their understanding of the role of the "Reform and Opening-Up Test Field" in the Pilot Free Trade Zone, improve their position, emulate the advanced, deepen reform & opening-up and institutional innovation, fully implement the decisions and deployments of central and provincial committees to deliver high-level construction of the Pilot Free Trade Zone, lead and promote a new three-dimensional comprehensive opening-up trend featuring “Four-direction Expansion and Across-the-Board Opening-up”. We must conduct trials with boldness and carry out independent reforms. Boasting resource endowments, location advantages and development potentials of the three major areas in the Pilot Free Trade Zone, we will aim at developing the “5+1” industries and meeting the aspirations of the people to live a better life, increasing targeted investment and accelerating the building of a unique open industrial system, all of which will contribute to the construction of the opening-up highland to the outside world. We should continue to promote regional cooperation, deepen the innovation model of "3 District + N Park", support the construction of a number of pilot areas for the coordinated reform of the Pilot Free Trade Zone, promote the system integration, platform financing, and industrial interaction with the Pilot Free Trade Zone, and actively explore coordinated cooperation between inland cities and cities along the coast, border and River. We will strive to improve connectivity, promote the construction of international aviation hubs and the in-depth implementation of “Chengdu-Europe Plus” strategy, and carry out the Yangtze River Shipping Capacity Expansion Project on the basis of large-scale protection. We will promote reform and innovation, focus on solving major reform issues to gain institutional experience as soon as possible, and see to it that the pilot policies are implemented fully, enabling the maximized sharing of reform dividends by market entities. We must learn from and emulate other successful examples to help with the construction of inland free trade port. We will strive to promote the transformation and upgrading of the Pilot Free Trade Zone, in an effort to secure better development.

Mr. Yin Li requested that all members of the leading group should strengthen overall planning and guidance to promote the construction of supportive platforms such as the statistical monitoring, new information databases, all media centers, services of the rule of law, and information-based supervision in the Pilot Free Trade Zone, improve works and safeguard mechanisms suitable to the construction of leading engineering projects. Chengdu, Luzhou and other places must assume the main responsibility, and the relevant departments of the province should strengthen the follow-up guidance and voluntary services, so as to form a strong synergy in the construction of the Pilot Free Trade Zone.
