Since the listing in April last year, the construction of the China (Sichuan) Pilot Free Trade Zone has seen a good start. On April 3rd, Mr. Yin Li, Deputy Secretary of CPC Provincial Committee and Governor of Sichuan Provincial People’s Government, presided over the third plenary meeting of the Leading Group for China (Sichuan) Pilot Free Trade Zone Promotion in Chengdu, emphasizing the need to thoroughly study and implement the spirit of the 19th National Congress of the Communist Party of China, the spirit of the Two Sessions, as well as the spirit of the important speech of General Secretary Xi Jinping when he came to Sichuan to inspect the work. What’s more, Mr. Yin Li also stressed that we need to further emancipate our mind, focus on issues, aim at the best, deepen the reform and opening up, and promote the construction of the Pilot Free Trade Zone with higher quality.
The Department of Commerce, Chengdu City and Luzhou City respectively reported on the construction of the Sichuan Pilot Free Trade Zone. The Provincial Development and Reform Commission, the Provincial Administration for Industry and Commerce, the Provincial Commission Office for Public Sectors Reform, Chengdu Customs, and China Railway Chengdu Group Co., Ltd. respectively reported on the reform pilot tasks, the institutional innovation promotion work and the next work plan. The meeting gave credit to the achievements made in the construction of the Sichuan Pilot Free Trade Zone in the past year, and reviewed the “2018 Work Focus of China (Sichuan) Pilot Free Trade Zone” “Statistical Reporting System of China (Sichuan) Pilot Free Trade Zone (Trial)” “The Third Batch of Reports to be Reported on the System Innovation Achievements of China (Sichuan) Pilot Free Trade Zone” and other documents.
Mr. Yin Li emphasized that all members of the leading group should thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the spirit of the important speech of General Secretary Xi Jinping when he came to Sichuan to inspect the work, profoundly understand and fully implement the major deployment of the Central Committee in deepening reform and opening up. Furthermore, we need to have the courage to explore and innovate, and fulfill the task of building the Pilot Free Trade Zone handed over by the central government with strong perseverance. We also need to adhere to the needs of development and problem solving, focus on the core task of “institutional innovation”, and deepen the reform of “streamlining administration, delegating powers and improving regulation”. We need to strengthen the integration of policy measures, optimize our management and services, and continuously promote the institutionalization, standardization and facilitation of investment and trade. We should also adhere to and implement the system innovation achievements and actively integrate into such national strategies as the “Belt and Road” Construction. We must ensure coordinated implementation of the overall innovation and reform, and the construction of Tianfu New Area, Tianfu International Airport and the International Airport New City, and promote the further optimization of the business environment in Sichuan province so as to provide better service to the high quality development of Sichuan economy. Moreover, it is also essential to strengthen the basic work at the grassroots level, increase the training and introduction of innovative open talents, and step up the construction of statistical monitoring information management platform and high-level research think tank. In addition, we must strengthen communication links with relevant national ministries and commissions, and learn more from advanced regions, so the Sichuan Pilot Free Trade Zone will be built at a higher level.
