Wang Xiaohui Chairs the Seventh Meeting of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee

On July 22, the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee held its seventh meeting. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee, chaired and addressed the meeting. He emphasized the need to earnestly study and implement the guiding principles from the third plenary session of the 20th CPC Central Committee, fully implement the Central Committee's decisions and arrangements for economic affairs, work diligently with a sense of urgency, exert all-out efforts to deliver on the economic tasks for the second half of the year, continuously consolidate and strengthen the momentum for economic recovery and growth in the province, and steadfastly achieve the economic and social development goals for the year.

Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, attended and addressed the meeting.

At the meeting, attendees listened to a report on the implementation of the plans from the sixth meeting of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee, received updates on the overall economic performance of the province in the first half of the year, as well as the operational status in Chengdu and key areas across the province, analyzed the current economic situation, and planned for the economic work in the second half of the year. The meeting also discussed the efforts to foster new quality productive forces in the province and to expedite the development of new racetrack industries.

It was noted at the meeting that since the start of the year, amidst a complex and fluctuating macro environment and the escalating pressure of economic downturn, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we have fully and faithfully applied the new development philosophy on all fronts, adhered to the general principle of pursuing progress while ensuring stability, effectively strengthened the scheduling of economic operations, formulated and introduced policies and measures to stabilize growth, vigorously promoted the implementation of major strategies, completion of key tasks, and advancement of major projects. As a result, the economy has experienced a recovery and is trending positively, exhibiting a generally stable performance with steady progress. At the same time, we must clearly recognize the prominent issues and weak links in the economic operation, analyze the situation in an objective and holistic manner, differentiate aspects affected by macroeconomic influences from those due to internal reasons, the temporary difficulties from structural problems, always maintain a clear understanding and be prepared with strategies to address these challenges, continue our efforts and strive with all our strength to overcome the economic challenges in the second half of the year. The entire province must firm up its confidence and resolve, dedicate all efforts to stimulating the economy and advancing construction, foster new quality productive forces in line with local conditions, steadfastly promote high-quality development, consolidate the foundation of stability, build up the momentum for progress, and uphold the baseline of maintenance, ensuring the successful accomplishment of the year's objectives and tasks.

The meeting highlighted the need to target alignment with the nation's significant reform measures and recent favorable policies, continually consolidating and enhancing the momentum for economic recovery and growth in the province. We should leverage the initiative of implementing major national strategies and building up security capacity in key areas to expand effective investment. More efforts should be dedicated to project implementation, ensuring the continuous management of key provincial projects, Sichuan-Chongqing cooperative projects, and provincial key advancement projects, and generating more increase in physical work volume as soon as possible. Additionally, greater emphasis should be placed on project planning, concentrating on the investment direction outlined in the 14th Five-Year Plan (2021-2025) and the preliminary preparation focus of the 15th Five-Year Plan (2026-2030), persisting in enhancing our reporting and alignment with higher-level authorities in this regard, aiming to incorporate more projects into the national framework. We should leverage the implementation of large-scale equipment renewals and the trade-ins of consumer goods policies as a catalyst to drive the sustained revival of consumer spending. Efforts should be made to ensure the comprehensive and strict execution of the policy system for large-scale equipment renewals and consumer goods trade-ins, guide top e-commerce platforms, supermarkets, and logistics companies to offer more substantial discounts and promotional activities, further enhance the integrated effect, and unlock the consumption potential in both urban and rural areas. Furthermore, we should proactively advance the initiative "Sichuan, More Than Pandas", introduce more targeted boutique travel itineraries and convenient measures, and give full play to the potential of cultural tourism in stimulating the consumer market more effectively. Efforts are required to actively guide real estate consumption to foster a stable and healthy development in the real estate market. We should leverage high-standard opening up as a strategic breakthrough to enhance the volume and quality of foreign trade and foreign investment. Efforts should be intensified to foster new drivers in foreign trade, comprehensively implement the "Sichuan Global Outreach" market expansion initiative and the special action on expanding imports, accelerate progress in key foreign trade incremental projects, and ensure stability in orders and production capacities of leading companies. Measures should be taken to stabilize existing foreign investment and increase new investments, steadily expand institutional opening up, further refine full-process services for foreign investors in Sichuan, and guide enterprises to broaden their investment scales and business scopes.

The meeting highlighted the need to proactively explore new racetracks and foster new quality productive forces, thereby continually strengthening Sichuan's developmental capacity and resilience. The strategy should focus on high-end, green, and smart development, emphasize the profound integration of innovation, industry, finance, and talent chains, enhance holistic planning and substantial backing for projects, and strive to achieve significant advancements in areas such as artificial intelligence (AI), green hydrogen, commercial spaceflight, nuclear medicine, and low-altitude economy. In the field of artificial intelligence, it is essential to implement effective measures for the establishment of a national AI innovative development pilot zone and an innovation application pilot zone, expedite large-scale and integrated applications in critical domains like intelligent computing and storage, and strive to develop a source of AI innovation with national influence. In the field of green hydrogen, it is crucial to concentrate on the coordinated development of the entire industry chain, encompassing production, storage, transportation, refueling, and application, accelerate the establishment of the Chengdu-Chongqing Hydrogen Corridor, and endeavor to build a prominent hub for the development of the hydrogen energy industry and a pivotal export base for green hydrogen that lead the country. In the field of commercial spaceflight, priority should be given to constructing the Western Commercial Aerospace Port, accelerating the establishment of a collaborative industry network that integrates satellite systems, communication networks, and user terminals, and promoting the high-quality development of commercial spaceflight. In the field of nuclear medicine, efforts should be made in the integrated advancement of radionuclide production, radiopharmaceutical research and development, the manufacturing of nuclear medical equipment, and clinical applications, aiming to establish a world-class hub for the nuclear medicine industry. In the field of low-altitude economy, it is essential to rapidly improve infrastructure and optimize the air route network, actively innovate and expand the application of low-altitude economic scenarios, and quickly develop a range of iconic products and brands with global significance. Simultaneously, there is a need to offer active assistance to the province's leading enterprises in the new trio sectors, supporting them to integrate the upstream and downstream industrial chains and enhance their technological and scale advantages, so as to solidify and elevate their dominant positions in the industry.

The meeting highlighted the significance of prioritizing the people's well-being with dedicated and sincere efforts, ensuring that the fruits of development benefit the entire province's population more broadly and fairly. We commit to striving to do everything within our capacity, implementing public-benefit projects tailored to local needs in areas such as education, healthcare, and eldercare, bridging the gaps in public welfare, enhancing the well-being of the people, and ensuring the effective execution of these initiatives and the tangible delivery of their benefits. The top priority now is to reinforce employment, a cornerstone of public welfare. It is vital to enact robust policies to assist key groups in securing jobs, appropriately increase the availability of policy-supported positions, and work to stabilize and expand overall employment prospects. Simultaneously, it is crucial to strategically adjust university curricula and disciplines for future needs, expand vocational education pathways to cultivate talent, improve lifelong vocational training programs, and actively address structural unemployment. We must earnestly address and rectify prominent issues closely concerning the public's interests, especially those that undermine the people's interests, pool resources and efforts to rectify the feedback issues from the assessment of the work in consolidating and expanding achievements in poverty alleviation in coordination with the extensive drive for rural revitalization, as well as in the critical battle of pollution prevention and control, take solid steps to handle agricultural production and rural governance, and strive for blue skies, clear waters, and clean soil with consistent efforts.

The meeting highlighted the need for proactive measures to prevent and defuse risks across all areas to create and maintain an enabling environment for development. It is crucial to coordinate efforts to prevent financial and fiscal risks, ensuring decisively that no systemic risks arise. It is essential to coordinate efforts to ensure both workplace safety and social stability, draw profound lessons from the major fire incident in Zigong on July 17, and consistently advance the three-year action plan for addressing the root causes and the key problems in workplace safety with broad application of the lessons learned, launch special governance campaign targeting critical areas, ensure unwavering commitment, thorough coverage, and meaningful actions to ward off the occurrence of any serious and major accidents. It is imperative to maintain and develop the Fengqiao model in the new era, refine diverse mechanisms for dispute resolution, and strengthen the network for preventing and controlling public security risks. It is crucial to coordinate the efforts in flood control, disaster mitigation, and power supply assurance, prepare for worst-case and extreme-case scenarios, and meticulously and effectively implement all measures for flood control and disaster mitigation. Currently, we must solidly execute emergency rescue and related operations in response to the "7.20" flash flood and debris flow disaster in Hanyuan County, and meanwhile, proactively progress in areas including the supply of thermal coal, power generation, external power procurement, and power grid dispatching to ensure a secure flood season while preventing any instances of power rationing.

The meeting underscored the substantial responsibility and demanding tasks associated with managing the economy for the latter half of the year. It noted that Party committees at all levels must enhance their leadership in economic affairs; leading officials, especially heads of Party committees and governments, are expected to demonstrate greater effort and determination, equipped with an unfailing sense of responsibility at all times, in their approach to economic management. All cities and prefectures should conduct a thorough review of their objectives to identify and address any deficiencies. Chengdu Municipality should firmly assume the role of the ballast and primary driving force in the province's economic landscape; cities with large economic sizes are expected to rise to the challenge with initiative, consolidating and enhancing their function as key economic pillars; cities experiencing rapid growth and positive momentum should accelerate their efforts and contribute more significantly; those facing slower growth or substantial setbacks must redouble their efforts to bridge the gap and catch up in their progress. We must work as one and exert our utmost efforts to complete all tasks in the second half of the year, thereby striving to achieve the annual objectives and tasks.
