Recently, the Implementation Measures of Sichuan Province for Advancing Strategic Cooperation between the Province and Universities (hereinafter referred to as the Implementation Measures) was jointly issued by relevant provincial departments, as the reporter learned from the Organization Department of the CPC Sichuan Provincial Committee (the Talent Office of the CPC Sichuan Provincial Committee) on July 11. The Implementation Measures clarify that Sichuan will enhance comprehensive, multi-domain, and in-depth cooperation with renowned universities both domestically and internationally, aiming to accelerate the assembly of a cohort of urgently needed high-level talents, construct several high-impact industry-academia-research platforms, facilitate the practical application of scientific research outcomes from partner universities, foster exchanges and cooperation among officials and talents, and thereby offer robust talent and intellectual support for building Sichuan into a modern socialist province in all respects.

The Implementation Measures clearly state that, in selecting cooperation partners, priority should be given to universities with top-tier academic disciplines, robust scientific research capabilities, a strong alignment with Sichuan's economic and social development traits, and a well-established cooperation foundation in the province. In terms of the primary areas, the cooperation will focus on industries that embody Sichuan's distinct characteristics and advantages, strategic emerging industries, and future-oriented industries, as well as defense science, technology and industry, basic frontier research, and other critical domains. Specifically, the collaborative efforts will concentrate on areas including strategic decision-making consultation, platform development, scientific and technological innovation, achievement application, and talent cultivation and introduction. In the principle of cooperation, it is necessary to align the strengths of partner universities with the development needs of Sichuan, leveraging the province's advantages in industry, resources and the environment while harnessing the universities' strengths in human resources, academic disciplines, and scientific and technological achievements, so as to achieve mutual benefit and foster win-win cooperation between both sides.

Particularly in the area of talent cultivation and introduction, which garners significant concern from various sectors of society, the Implementation Measures further clarify that support will be extended to partner universities in recommending mid-level administrators, outstanding educators, and backbone members in scientific research to join Sichuan as distinguished professors, technical consultants, or to occupy administrative deputy roles at the provincial universities through appointments, taking up provisional posts, or alternative arrangements, so as to enhance their collaboration with provincial universities and research institutes in Sichuan in various fields, including discipline development, scientific research, and talent nurturing. Additionally, the province will periodically coordinate with Sichuan enterprises and public institutions to visit partner universities to attract talent and bring in experts, making concerted efforts to introduce outstanding graduates urgently needed for Sichuan's development.
