From July 12 to 13, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, made an inspection tour in Yibin City and Neijiang City. She emphasized the need to thoroughly study and implement the important instructions by General Secretary Xi Jinping during his inspection tour in Sichuan, fully implement the national major strategies, such as the development of the western region in the new era and the construction of the Chengdu-Chongqing economic circle, earnestly act on the plans and requirements set by the provincial Party committee, firmly grasp the high-quality development as a top priority in our work, go all out to boost economic growth and undertake construction projects, continuously promote economic recovery and growth, develop new quality productive forces tailored to local conditions, advance the clustering and chaining of industrial development, guarantee high-quality development through high-level safety, and exert every effort to strive for both quantitative and qualitative economic growth.

Shi Xiaolin began her inspection by visiting Yibin's Sanjiangkou, a location where the Jinsha and Minjiang rivers converge into the Yangtze River. There, she learned in detail about the eco-environmental conservation and treatment efforts, flood control and disaster reduction measures, as well as other relevant conditions pertaining to the river basins. She stressed that we should adhere to General Secretary Xi Jinping's key instructions and earnest entrustments, firmly committed to our understanding and responsibilities as a province in the upper reaches, strive for blue skies, clear waters, and clean soil with consistent efforts, effectively enforce the 10-year fishing ban on the Yangtze River and other related initiatives, safeguard the water quality of the upper reaches of the Yangtze River with the standards of crafting fine wine, and ensure tangible outcomes in consolidating ecological shields along the upper reaches of the Yangtze River. As we enter the main flood season, it is imperative to maintain a high level of vigilance and closely monitor changes in weather, rainfall and hydrological conditions, enhance efforts to ensure monitoring, early warning and dispatching are done accurately, implement the "early warning alert-response-reporting implementation-feedback" mechanism and emergency evacuation procedures, effectively deliver the work such as duty shifts, on-call protocols, and emergency rescue operations, establish a responsibility system that is vertically integrated and fully closed-loop, and implement the responsibility for flood control and disaster reduction at the grassroots level, extending down to the "last meter", to guarantee a safe flood season.

During her visit to Yibin Yingfa Deyao Technology Co., Ltd., Wuliangye Group, Neijiang Software Park, and Sichuan Ferrotec Power Semiconductor Technology Co., Ltd., Shi Xiaolin learned in detail about the companies' progress in technological research and development, market expansion, production and operational strategies, among other key aspects. She highlighted that enterprises are principal entities in developing new quality productive forces and should adhere to spearheading industrial innovation via scientific and technological innovation, implement means such as the open competition mechanism for selecting the best candidates to lead research projects, and the directed commission approach for research endeavors, and allocate more scientific and technological resources towards addressing challenging issues faced by enterprises in technology, environmental governance, and meeting people's livelihood needs, so as to empower them to expand new fields, racetracks and scenarios. It is crucial to strengthen the provincial-level coordination of industrial planning and resources, organize and study key industrial chains, and leverage the role of "chain leaders" in key regions to facilitate chain clustering, leading enterprises as "chain masters" to drive chain reinforcement, and the collaboration of upstream and downstream enterprises to promote chain extension, thereby establishing a development ecosystem that nurtures the formation of clusters and chains within distinctive advantageous industries and the advanced manufacturing sector.

During the inspection, Shi Xiaolin emphasized that we must promptly summarize the successful practices and experiences from the first half of the year's work, enhance economic operation analysis and scheduling, focus on the crux of the issues, implement effective measures, bolster our confidence and efforts to strive for the completion of the annual goals and tasks. We must enhance the quality of fiscal operations, expedite the advancement of significant projects, achieve headway in fostering key industries, stimulate summer consumption, and guarantee the fulfillment of tasks, including employment, income increase, well-being security, and a reliable electricity supply during the summer peak periods. We must prevent and defuse risks in key areas, manage workplace safety with rigorous, meticulous and practical measures, and elevate the level of intrinsic safety. We must commit to enhancing economic governance through informatization and intelligence and explore the establishment of a credit-based "white list" system. We must strive to optimize the business environment and do our utmost to support enterprises in lowering costs, increasing production capacity, broadening market reach, and strengthening their capabilities.

Now is the grain-filling stage of rice, and the lush green rice fields exhibit promising growth. In Huohua Village, Tianjia Town, Dongxing District, Neijiang City, Shi Xiaolin came to the fields to examine the growth of spring-planted crops and the advancement of high-standard cropland. She emphasized that it is essential to seize the optimal farming seasons to conduct agricultural activities for spring-planted crops, strengthen field management, promote the use of modern agricultural machinery and equipment, improve the rural living environment, foster the integrated development of agriculture, commerce, culture, tourism and sports, advance the rural revitalization across the board and urban-rural integration, and drive high-quality development of the county-level economy.

Shi Xiaolin additionally visited the Zhao Yiman Memorial Hall, Lizhuang Cultural Resistance War Against Japanese Aggression Museum, and Zhang Daqian Museum, inspecting the preservation and utilization of red cultural resources and traditional culture, among other responsibilities. She required that we explore and effectively communicate stories related to the Party's heritage, strengthen the protection and inheritance of cultural heritage, enhance "four confidences" from learning the history of the Party, New China, reform and opening-up, and socialist development, thereby drawing strength for our journey forward.
