On the first anniversary of General Secretary Xi Jinping's inspection tour in Sichuan last year, the Standing Committee of the CPC Sichuan Provincial Committee held an (enlarged) meeting on July 12 to study in depth the spirit of the series important instructions that General Secretary delivered during his inspection in Sichuan and those on Sichuan's work, listen to reports on the province's execution of these instructions and the planned measures for the next phase, discuss and arrange for further initiatives to thoroughly study and implement these instructions. Over the past year, the provincial Party committee has diligently kept in mind General Secretary's earnest instructions, consistently approached the study, promotion and implementation from a political height, planned and propelled the execution of his instructions integrating Sichuan's specific conditions, achieved a substantial increase in the province's economic output, and sustained a robust momentum of progress across all sectors. These tangible achievements in development serve as a testament to the effectiveness of our implementation efforts. Through the past year's practice, we have gained a deeper understanding of the milestone significance of General Secretary's inspection tour in Sichuan and also enhanced our comprehension of the strategic thinking, practical requirements, and dedication to the people embedded in his important instructions. As long as we accurately understand and resolutely implement General Secretary's series of important instructions on Sichuan's work and steadfastly progress along the path outlined by him, we will certainly be able to prevail over all difficulties and challenges and continuously achieve new accomplishments in advancing the governance of Sichuan. Efforts should be made to establish a prominent hub for strategic scientific and technological prowess, actively align our initiatives with the national strategic layout for sci-tech forces and resources, and uphold high standards in the construction of the Chengdu-Chongqing (Xinglong Lake) Comprehensive Scientific Center, the Western (Chengdu) Science City, and China (Mianyang) Science and Technology City, serve and ensure the high-quality operation of national laboratories, diligently work towards breakthroughs in a number of core technologies in key fields, and cultivate a series of major original achievements, thereby better supporting greater self-reliance and strength in science and technology. Efforts should be made to establish a highland for the development of national strategic industries, enhance and bolster advantageous industries, engage in high-quality cooperation with the eastern coastal regions for industrial transfer, and contribute to building an independent, controllable, secure and reliable industrial and supply chain system. It is crucial to enhance the momentum for economic recovery and growth, strengthen the analysis and scheduling of economic operations, focus on addressing key issues, and implement effective measures, striving to achieve the annual goals and tasks. It is necessary to leverage scientific and technological innovation to drive industrial innovation, actively cultivate and develop new quality productive forces, further strengthen the role of enterprises as the principal agents of innovation, promote the deep integration of sci-tech innovation with industrial innovation, and synchronize efforts to progress the upgrading of traditional industries, the expansion of emerging sectors, and the nurturing of future-oriented industries, and consolidate and enhance Sichuan's potential and energy level in the national industrial landscape. It is essential to consistently enhance the balance and coordination in development, unwaveringly promote urban-rural integration and common prosperity of five zones, gather financial resources from various sectors to expedite the advancement of well-being initiatives, actively explore paths towards common prosperity, and see that more development achievements benefit the people.

The meeting pointed out that we must persistently leverage deepening reform as an effective instrument, emphasizing the necessity of augmenting the momentum and vitality of development through reform. We must highlight crucial reform areas, align with central plans, anchor our strategies in the province's specific conditions, underscore Sichuan's unique traits, and devise scientifically grounded plans for essential domains and undertakings in the new round of deepening reform across the board, and with a particular focus on the mission of "building strategic highland for opening up to the west and a new base for participating in the international competition", introduce more institutional innovation measures, and strive to build a new system of open economy of higher standards. We must bolster systems integration, summarize and disseminate the experiences acquired through the integrated authorization reform pilot projects, intensify the examination of the interconnectedness and feasibility of diverse reforms, concentrate on the continuity of reform strategies, coordinate the reform measures across multiple domains and facets to generate a combined impact, and strive to establish a batch of integrated reform models with national influence. It is crucial to prioritize the effectiveness of reforms, broaden feasible avenues and approaches for reform, and encourage local and primary-level entities to engage in bold exploration and pioneering initiatives. Leading officials should not only act as reform promoters but also as practitioners, sparing no effort to implement reform tasks and ensuring tangible outcomes are achieved.

The meeting pointed out that we must adhere to the problem-oriented approach as a key method, emphasizing that advancements in the cause ought to be fueled by addressing and resolving issues. It is essential to reinforce the commitment to problem-solving, see that every official is charged to do their best to fulfill their duties and be proactive in their work, engage actively in research and analysis when faced with challenges, address each issue as it arises and focus our efforts on resolving the most prominent problems. It is essential to enhance the ability to manage problems, accurately identify the root causes and implement targeted measures accordingly, and meanwhile, conduct a deep analysis of the mechanical flaws and institutional gaps that underlie these issues, striving to address not just individual problems but to facilitate the resolution of a broader range of challenges. It is important to enhance the initiative in identifying issues, maintain constant crisis awareness and preparedness for worst-case scenarios, utilize investigations and research as critical tools to uncover issues, ensure timely detection of early and potential problems, and continuously introduce innovative ideas and methods for problem-solving.

The meeting emphasized that upholding and strengthening the Party's leadership is the fundamental guarantee for advancing the governance development in Sichuan. We must effectively summarize and apply the experiences and achievements gained from the thematic education campaign to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the Party discipline education campaign, integrate the general requirements for strengthening the Party in the new era into everyday activities, enforcing them as routine practices, and institutionalizing them into habits, continue to uphold strict principles, apply strict measures, and foster a rigorous environment for self-governance, and staunchly carry forward the Party's self-reform. As the pivotal among the "key few" in the province, the members of the Standing Committee of the provincial Party committee must bear in mind the foundation of performing duties, ignite the aspirations to forge ahead, promote a culture of practical work, take the lead in implementing the important instructions by General Secretary Xi Jinping, and set an example in taking responsibility, being proactive, and pursuing entrepreneurial endeavors.
