On July 5, the fifth Inter-Provincial Cooperation Joint Meeting on Ecological Protection and High-Quality Development of the Yellow River Basin was held in Chengdu. Themed "Jointly Promoting Ecological Protection and Building Happiness along the River", the session reviewed and approved the cooperation consensus for the fifth joint meeting. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, Chen Min, Vice Minister of Water Resources, attended and addressed the meeting.

Shi Xiaolin extended a welcome to the guests attending the meeting and expressed heartfelt thanks to the leaders of national ministries and commissions, as well as sister provinces (autonomous regions), for their long-standing concern and support for the development of Sichuan. She said that Sichuan has been resolutely implementing Xi Jinping Thought on Ecological Civilization, firmly committed to its understanding and responsibilities as a province in the upper reaches, and striving to reinforce the ecological shield along the upper reaches of the Yangtze River and the Yellow River. In recent years, Sichuan has consistently dedicated efforts to ecological restoration, enhancing the region's capacity for water conservation and supply; sustained its efforts in environmental management, taking concrete steps to strengthen water security measures; continued to foster economic growth, accelerating the upgrading of production conditions and the quality of life along the river basin; and consistently engaged in cultural preservation, actively promoting the heritage of the Yellow River culture and effectively communicating the narrative of the Yellow River. This meeting has offered us an invaluable chance for communication and learning. Sichuan will collaborate with the provinces (autonomous regions) along the Yellow River to coordinate initiatives in enforcing the Yellow River Protection Law and the national outline on ecological protection and high-quality development of the Yellow River basin, intensify our efforts to restore and protect the ecological health along the river basin, foster the synergistic and complementary growth of industries, advance the interconnectivity of infrastructure networks, and facilitate the realization of the value of ecological products, and jointly push for coordinated protection and management of the basin, aiming to underpin high-quality development with high-level protection and highlight the vibrant aspects of Chinese modernization through the achievements of building a Beautiful China.

In his address, Chen Min emphasized that the ecological protection and high-quality development of the Yellow River basin is a significant national strategy that General Secretary Xi Jinping has been involved in shaping, planning and advancing, with a focus on the continuous development of the Chinese nation and civilization. The Ministry of Water Resources, in collaboration with various departments and the nine provinces (autonomous regions) along the Yellow River, has united efforts to focus on the significant threat of flood risks and accelerate the enhancement of flood control and water-sediment regulation project system within the basin; in response to the overarching challenge of water scarcity, rigorously implemented the principle that urban development, land use, population size, and industrial growth are governed by water resource availability, reinforcing rigid regulatory practices on water resources; focusing on the critical issue of ecological fragility, taken concerted actions to strengthen the protection and restoration of aquatic ecosystems to improve environmental conditions in rivers and lakes; furthermore, made continuous efforts to enhance institutional, regulatory and legal frameworks, resulting in notable advancements in the protection and management of the Yellow River. In the next phase, the Ministry of Water Resources will continue to work together with the nine provinces (autonomous regions) along the Yellow River, ensuring the rigorous enforcement of the Yellow River Protection Law and jointly enhancing ecological protection and high-quality development of the Yellow River basin to new heights.
