On July 2, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the Leading Party Members Group of the People's Government of Sichuan Province, inspected the province's economic operation work. During the inspection, she emphasized the need to thoroughly study and implement Xi Jinping thought on economy, fully execute the plans and requirements of the CPC Central Committee, the State Council, and the CPC Sichuan Provincial Committee on promoting high-quality development, adhere to the principles of pursuing progress while ensuring stability, promoting stability through progress, and striving for both quantitative and qualitative economic growth, focus on the annual goals and tasks, tackle difficulties, and redouble efforts to ensure stable growth, thus effectively assuming the crucial responsibility of a major economic province.

At the Sichuan Provincial Development and Reform Commission, Shi Xiaolin consecutively inspected the monitoring and scheduling of economic operations, the construction of the Chengdu-Chongqing economic circle and regional coordinated development, the establishment of the energy system, and initiatives to ensure energy and power supply during the summer peak period, among other responsibilities. She convened a symposium to hear work reports from departments, including the Development and Reform Commission, the Bureau of Statistics, the Department of Agriculture and Rural Affairs, the Department of Economy and Information Technology, the Department of Commerce, and the Department of Finance.

Shi Xiaolin emphasized the necessity to firmly orientate high-quality development as our goal, fully and faithfully apply the new development philosophy on all fronts, promote economic growth at a reasonable rate and continuously expand the scale while accelerating the transformation of development methods, as well as enhancing the quality and efficiency of development, and strive to shape new momentum and advantages. It is necessary to ensure the implementation of major strategies, fully implement the key initiatives, such as the development of the western region in the new era and the construction of the Chengdu-Chongqing economic circle, and thoroughly execute the development strategy of "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones", further intensify efforts to enhance our strengths, shore up weaknesses, and leverage our advantages, redouble commitment to strengthening the real economy, expanding investment, promoting consumption, and stabilizing growth, prioritize high-quality projects and meanwhile ensure high-quality execution of these projects. It is necessary to develop new quality productive forces in line with local conditions, further advance new industrialization, expedite the establishment of a modernized industrial system, enhance industrial clusters, strengthen the industrial chain, and foster the deep integration of the innovation chain, industrial chain, capital chain, and talent chain. Efforts should be made to promote the improvement and expansion of consumption to facilitate the integrated development of agriculture, commerce, culture, tourism and sports, build a higher-level "granary of heaven" in the new era, thereby comprehensively promoting rural revitalization and integrated urban-rural development, and encourage steady progress in foreign trade and foreign investment to advance high-level opening-up. We should diligently and wholeheartedly address the issues concerning people's livelihood, take the people's sense of fulfillment and satisfaction as the evaluation criteria, keep employment stable, which is pivotal to people's wellbeing, deliver practical benefits in areas such as education and healthcare, strengthen the services system with a focus on elderly care and child care, and see the gains of reform and development benefit all our people fairly. It is essential to stick to the bottom line of safety, prepare to deal with worst-case and extreme-case scenarios, coordinate initiatives in areas such as flood control, disaster reduction, and workplace safety, stick to the red lines of ecology and arable land, prevent and defuse risks in key areas such as finance, local government debt, and timely deliveries of presold homes, so as to guarantee high-quality development through high-level safety. Efforts are required to optimize the business environment, ensure the interplay between an efficient market and a well-functioning government, enhance the support of factors, government services, and policy supply, foster a business environment that is market-oriented, law-based, and internationalized, and help enterprises to expand investment, explore markets, reduce costs, pursue innovation, and stabilize job positions.

Shi Xiaolin noted that the work arrangements established by the provincial Party committee and the provincial government are highly explicit, with the primary emphasis placed on their high-quality implementation. At the provincial level, there is a need to enhance comprehensive planning and coordination, conduct forward-looking research, meticulously and practically plan key tasks early, and actively pursue the landing of recently introduced major national policies.
