From May 16 to 17, the Party and government delegation of Sichuan Province visits Xizang Autonomous Region for research and study. On the morning of May 17, a symposium on exchanges and cooperation between Sichuan and Xizang was held in Lhasa. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, attended and addressed the symposium. Wang Junzheng, Secretary of the CPC Xizang Autonomous Regional Committee, presided over and addressed the symposium. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, and Yan Jinhai, Deputy Secretary of the CPC Xizang Autonomous Regional Committee and Chairman of the People's Government of Xizang Autonomous Region, introduced the economic and social advancements of their respective provinces. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, attended.

In his speech, Wang Xiaohui, on behalf of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, expressed gratitude to Xizang for its consistent and substantial support to Sichuan. He stated that Sichuan and Xizang are united by their shared geography, close human relationships, and deep cultural connections, which have long fostered a sense of familial bond between the two places. In recent years, Xizang has comprehensively implemented General Secretary Xi Jinping's important instructions on Xizang's work and the guidelines of the CPC for governing Xizang in a new era, and has made new and major achievements in securing long-lasting stability and fostering high-quality development. The significant changes observed in the plateau region have left us a deep impression, offering numerous successful practices that merit our thorough study and emulation. Last month, General Secretary chaired the symposium on boosting the development of China's western region in the new era and delivered an important speech, providing fundamental guidance for strengthening high-level regional collaboration. Sichuan and Xizang are both integral to the new era's strategy for boosting the development of China's western region. We are ready to work with Xizang, diligently executing the plans and requirements issued by the CPC Central Committee to boost the development of the western region in the new era, focusing on greater protection, openness and high-quality development, and leveraging signing cooperation agreements as a pivotal moment to further enhance strategic synergy and tap into complementarity, jointly forging a new chapter of Sichuan-Xizang cooperation in the new era. It is hoped that the two places will collaborate in the construction of the Ya'an-Nyingchi section of the Sichuan-Xizang Railway, expedite the quality improvement and upgrading of the G318 national highway, accelerate the construction of auxiliary roads for the Sichuan-Xizang Railway, and further increase direct flights between the two places and expand international flights, jointly creating a convenient and efficient comprehensive transportation network for traveling from Sichuan to Xizang. Efforts are expected to jointly deepen the "Xizang resources + Sichuan manufacturing + global market" cooperation model, strengthen in-depth collaboration in areas such as artificial intelligence, biopharmaceuticals, energy, agriculture, and cultural tourism, and collectively drive the coordinated development of characteristic and advantageous industries. It is hoped that the two places will strengthen environmental governance on inter-provincial rivers and lakes and coordinate emergency response to geological disasters, further improve the working mechanisms for forest and grassland fire prevention and control in adjacent areas, and work together to implement major ecological restoration projects, jointly reinforcing a robust green shield to safeguard national ecological security. We should implement the spirit of the CPC Central Committee's seventh national meeting on Xizang, make collaborative efforts to refine the regular governance mechanism for joint defense and management in Xizang-related areas, and consolidate and extend the outcomes achieved through regular governance initiatives in these areas. Collaborative efforts are expected to continuously facilitate a well-coordinated linkage of high-frequency inter-provincial government services, including household registration, education, healthcare and elderly care, establish a mutually beneficial network for people's well-being security, and ensure that the fruits of development reach and benefit the various ethnic groups in the two places.

In his speech, Wang Junzheng, on behalf of the CPC Xizang Autonomous Regional Committee and the People's Government of Xizang Autonomous Region, welcomed the Party and government delegation of Sichuan Province to visit Xizang and expressed gratitude to Sichuan for its long-standing support to Xizang. He said that the Sichuan provincial Party committee and provincial government have thoroughly acted on the spirit of General Secretary Xi Jinping's important instructions on Sichuan's work, vigorously advanced the development of the Chengdu-Chongqing Economic Circle, and earnestly implemented the development strategy of "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones," achieving notable accomplishments in Sichuan's governance. The Sichuan provincial Party committee and provincial government have consistently supported Xizang's economic and social progress from a strategic and overall perspective, offering all-round, in-depth and multi-faceted assistance and positively contributing to Xizang's long-standing stability and high-quality development. Xizang and Sichuan, characterized by interconnected mountains and rivers, jointly bear the historical missions of boosting the development of China's western region in the new era, safeguarding the southwestern border of the country, preserving national ecological security, and forging a strong sense of community for the Chinese nation. We are confident in our joint efforts with Sichuan to fully implement the spirit of the symposium on boosting the development of China's western region in the new era, particularly focusing on the important speeches of General Secretary Xi Jinping, and ensure that the decisions and plans of the CPC Central Committee are firmly executed. Xizang will draw on Sichuan's successful approaches and experiences in fostering high-quality economic development, leverage complementary strengths with a focus on respective advantages, and promote all-round exchanges and cooperation to new heights. Collectively, we will strengthen connectivity and promote high-quality economic development to better integrate the Chengdu-Chongqing Economic Circle. At the symposium, Huang Qiang and Yan Jinhai, representing their respective sides, signed the Agreement on Comprehensively Strengthening Strategic Cooperation between the People's Government of Sichuan Province and the People's Government of Xizang Autonomous Region.

During their stay in Xizang, the Party and government delegation of Sichuan Province also visited Nyingchi and Lhasa to conduct research and gain insights into various aspects, including urban planning and construction, ecological environment governance efforts, key cultural relics protection, planning and layout of power grids, energy cooperation, and the development of local specialty industries.

Sichuan provincial leaders Cao Lijun, Chen Wei, Pubu Dunzhu, Zhao Junmin, Ye Hanbing, leaders of Xizang Autonomous Region Lai Jiao, Ren Wei, Gama Zedeng, Xiao Youcai, Dawa Ciren, Zhang Hongbo, Lang Fukuan, and leading officials from relevant cities (prefectures) and departments (units) of the province and the region participated in relevant activities.
