On May 15, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over a video conference in Chengdu focusing on the province's implementation of major national strategies and building up security capacity in key areas. It was stressed at the conference that we must thoroughly implement the decisions and plans outlined by the CPC Central Committee and the State Council, diligently execute the spirit of the Fifth Plenary Session of the 12th CPC Sichuan Provincial Committee, immediately act with a sense of urgency, capitalize on the current window of significant opportunities, mobilize all efforts to address key challenges, and solidly consolidate and enhance the momentum for economic recovery and growth, thereby infusing fresh driving force into the province's high-quality development and making Sichuan's contributing to the national overall development.

Huang Qiang noted that effectively managing this year's economic work requires the comprehensive implementation of the decisions and plans from the CPC Central Committee and the State Council, as well as the arrangements of the provincial Party committee and government, and based on this, we should focus on key initiatives and major matters, including the advancement of the new quality productive forces' priority industries represented by artificial intelligence, green hydrogen and low-altitude economy, the large-scale equipment renewals and the trade-ins of consumer goods, serving the construction of the national strategic hinterland, major national strategies, and building up security capacity in key areas. These represent both unprecedented opportunity opportunities, as well as the most practical and direct means and the most formidable impetus for advancing high-quality development in our province. It is imperative to elevate our vision, maintain unwavering focus, and converge our efforts, strategize in a holistic manner while tackling breakthroughs by integrated approach, and wage an "all-out war" and "decisive battle" with steadfast and methodical execution.

Huang Qiang stressed that it is important to provide extraordinary, targeted support for the No.1 innovation project of AI, with the goal of yielding results as quickly as possible, further advance the development of the full industrial chain of green hydrogen and its promotion and application, thereby fostering a new competitive edge, and fully leverage the strengths in research and development, manufacturing, airspace utilization, and market potential to rapidly establish the low-altitude economy industry. It is crucial to undertake the renewal and trade-in initiatives with solid and meticulous manners, actively identify and resolve issues on-site, refine policies and measures through simulation, expedite the establishment of an "ecosystem" that ensures smooth and coordinated functioning across the entire chain, strengthen oversight and standard-setting, prevent fraudulent, cash extraction activities and waste while also safeguarding against pollution, stimulate consumption and unlock production capacity to make room for the growth of new quality productive forces. It is necessary to actively work towards expanding industrial layouts in the province, in line with the broader initiatives to serve and integrate into the construction of a national strategic hinterland, as well as intensify efforts to shape the overall framework and establish long-term foundations for future development. It is necessary to invest substantial efforts in project preparation and actively pursue the support of the ultra-long special treasury bonds issued for the major national strategies and enhancing security in key areas. Government officials at provincial, city and county levels should assume the role of "construction team leaders," leading from the forefront and regularly coordinating initiatives. Efforts are required to improve project maturity significantly, leverage the crucial move of reform effectively, establish "green channels" for expedited processing, and implement integrated and provisional review and approval procedures, fostering a competitive environment where the actual achievements in high-quality development are measured and compared across different regions based on the outcomes of their support-seeking efforts.

Huang Qiang emphasized we should maintain a clear understanding of the challenges for economic growth in the second and third quarters, implement more targeted strategies and actions with unwavering confidence and determination, and work to stabilize and then boost critical metrics such as industry and investment while sustaining positive trends in sectors with strong performance indicators like imports and exports. He stressed that regions experiencing robust growth should accelerate their pace while those lagging behind need to catch up swiftly, and we should stick to the bottom line of safety, the red lines of ecology and arable land, the warning line for local government debts, and the quality line of statistical data, resolutely achieve a notable rise in Sichuan's high-quality development and meet the annual target of around 6 percent economic growth.

Vice Governors Pubu Dunzhu, Ye Hanbing, Hu Yun, and Zuo Yongxiang each made plans for the key work in the respective fields they are in charge of Secretary-General of the provincial government Zeng Qing, and heads of relevant provincial departments, as well as major officials of cities (prefectures), participated in the meeting.
