I. Legal Basis

The Circular of the Foreign Affairs Leading Group under the Sichuan Provincial Party Committee on Issuing the Examination and Approval Procedures of Sichuan Province for Travelling Abroad on Business (to Hong Kong and Macau) (Chuan Wei Wai Ling [2004] No.3) issued by the Foreign Affairs Leading Group under the Sichuan Provincial Party Committee, and the Circular on Issuing the Administrative Rules of Sichuan Province for Travelling Abroad on Business by Party and Government Cadres (Chuan Wei Ban [2008] No.14) issued by the General Office of Sichuan Provincial Party Committee and Sichuan Provincial Government provide that: The authority for examining and approving and managing travelling abroad on business (to Hong Kong and Macau) in Sichuan Province vests in: the Department of Foreign Affairs under the Sichuan Provincial Government, the Sichuan Provincial Department of Commerce, the Science &Technology Department of Sichuan Province, the Chengdu Municipal People's Government, Dongfang Electric Corporation, China National Erzhong Group Co., Panzhihua Iron and Steel (Group) Co., Ltd., Sichuan Changhong Electric Co.,Ltd., China Academy Of Engineering Physics. A travelling abroad on business by a person below the minister level shall be examined and approved by the examination and approval entities according to their respective management authority and division of duty in a centralized manner.

II. Application Requirements

Persons at or below the county or minister level in the commerce system of Sichuan Province who travel abroad on business to carry out economic and trade activities.

III. Application Materials

(I) Declaration form for tasks of travelling abroad on business submitted by the declarer;

(II) Invitation letter from the foreign party (one in English and one in Chinese);

(III) One copy of the ID card of the visitor;

(IV) One Examination and Approval Form for Persons Travelling Abroad on Business;

(V) Detailed travelling schedule;

(VI) Travelling budget;

(VII) Other necessary materials.

IV．Handling Procedures

(I) An applicant submits the said application materials to the International Office (Taiwan, Hong Kong and Macau Office) of the Sichuan Provincial Department of Commerce;

(II) The International Office (Taiwan, Hong Kong and Macau Office) of the Sichuan Provincial Department of Commerce will make examination and instructions which will be serviced to the relevant applicant.

V. Period for Handling

Commitment period: generally five working days.

VI. Charging Basis and Standards

Free of charge.
