Recently, the People's Government of Sichuan Province issued the Implementation Plan for Promoting Large-scale Equipment Renewal and Trade-in of Old Consumer Goods in Sichuan Province (hereinafter referred to as the Plan), proposing to implement the "four major actions" of equipment renewal, trade-in of old consumer goods, recycling and reuse, and standard improvement. By 2027, the investment scale of equipment in industry, agriculture, construction, transportation, education, cultural tourism, medical and other fields in the province will increase by more than 25% compared to 2023. On this basis, refined targets have been proposed for key industries - doubling the amount of scrapped car recycling, increasing the transaction volume of used cars by 50%, and increasing the amount of waste household appliances by 35% compared to 2023 respectively.

Highlighting key areas and implementing equipment renewal actions. The Plan focuses on four key areas, including promoting equipment renewal in the industrial sector through large-scale technical innovation. It proposes to develop a renewal and innovation plan on the basis of "one policy for one industry", vigorously promote intelligent manufacturing equipment, and make greater efforts to promote the replacement of high-energy consumption and high emission equipment and equipment with safety hazards. We will accelerate equipment renewal in the field of construction and municipal infrastructure, and by 2027, we will renovate more than 500 kilometers of old and damaged sewage treatment facilities in designated towns, and install and renew more than 270,000 residential elevators (including renovation and overhauling). We will support the renewal of transportation facilities and old agricultural machinery, increase and renew buses and prioritize the use of new energy vehicles for taxi (except for special areas), and promote large and medium-sized, intelligent, and composite agricultural machinery equipment. We will improve the level of educational, cultural tourism and medical equipment, promote the renewal of computer and multimedia teaching equipment in primary and secondary schools, facilitate the development and application of digital and intelligent technology scenarios in cultural tourism, and accelerate the renovation and environmental improvement of wards in medical institutions at all levels.

Focusing on major products and implementing trade-in of old consumer goods actions. The Plan focuses on three types of products. In terms of automobiles, we will collaborate with automobile manufacturers, new and used car sales enterprises, financial institutions, etc. to carry out promotion activities. At the same time, we will scientifically delineate restricted areas, strengthen road inspections and regularly conduct emission testing to accelerate the elimination of old vehicles. In terms of home appliance products, we support home appliance sales enterprises to collaborate with production and recycling enterprises to carry out promotion activities, establish online and offline special zones for trade-in of home appliances, and encourage various regions and enterprises to provide subsidies or discounts for consumers to purchase green and intelligent home appliances. In terms of home decoration consumer goods, we will support residents to carry out partial renovation in old house decoration and in kitchen and in bathroom, and support employees to withdraw the housing provident fund for purchasing, constructing, renovating, and overhauling their own houses.

Seizing the key links and implementing recycling and reuse actions. We will improve the recycling network of waste products and equipment, achieving "new equipment delivery" and "old equipment collection" from door-to-door. We will build a renewable resource recycling system led by leading enterprises, based on recycling stations, and supported by sorting centers or terminal markets, and optimize the layout of scraped car recycling and dismantling enterprises. We will support the circulation and trading of second-hand goods, including automobiles, furniture, household appliances, electrical and electronic products, agricultural machinery, and other goods. We will improve the level of waste resource utilization and reuse, carry out the remanufacturing of high-end equipment such as retired wind power and photovoltaic equipment and aeroengines, create an industrial cluster for processing and utilizing renewable resources, and promote high-level recycling of resources.

Strengthening standard leading and implementing standard improvement actions. We encourage enterprises to participate in formulating international and national standards actively, and use them to drive Sichuan's equipment, products, technology, and services to “go global”. We will accelerate the improvement of local standards, promote the improvement of product quality and safety standards, and improve the standards for reliable and comfortable consumption services in industries such as clothing, used cars, and automotive parts. We will vigorously promote the implementation of standards, establish a supervision catalog for the quality and safety of consumer goods, and construct a catalog of green, low-carbon, famous, and special new products in Sichuan Province.

To ensure the implementation of "four major actions", the Plan also proposes a series of supporting measures, including increasing financial and tax policy support, coordinating special funds in industry, agriculture, housing and construction, transportation, medical care, education, cultural tourism, increasing investment, and supporting equipment updates in relevant key areas. We will optimize financial support, strive for more eligible projects to receive re-loan support for technological innovation and technical innovation, appropriately reduce the down payment ratio of loans of passenger cars, and implement interest subsidy policies for consumer loans for residents. We will promote the research and development of key core technologies, iterative applications, and ecological cultivation, thus accelerating the transformation and industrialization of scientific and technological achievements in the manufacturing industry.
