Founded on December 18, 2009, Yibin Lingang Economic and Technological Development Zone became the national Economic Technology Development Zone in January, 2013. The zone covers an area of 165km2with a planned area of83 km2 anda completed area of about 30km2. The population is about 120,000. In the first half of 2016, the gross regional product reached RMB 12 billion, an increase of 8% compared with the same period of last year. The total output value of industrial enterprises above designated size reached RMB 27.227 billion, an increase of 10.1% compared with the same period of last year. A fixed asset investment of RMB 6.309 billion was completed.
Ⅰ. The industrial advantage of the development zone
Yibin Lingang Economic and Technological Development Zoneenjoys obviousadvantage inport logistics industry. Relying onpredominant geological location, adjacent to Yibin Port and located in the intersection of “theBelt and Road” and the Yangtze River Economic Belt, the zone makes itself to be a center of cargo transshipment, supply chain allocation, commercial logistics and city distribution. By relying on western Panzhihua-Liupanshui, an area rich in resources, and the advantage of Yunnan-Guizhou-Sichuan resources, it is an important road for resources to be exported to the East and an important junction for Sichuan-Yunnan-Guizhou region to connect with the Yangtze Economic Belt to develop the export-oriented economy. By relying on the platform advantage of the port and the functional platforms including Yibin Zhicheng Working Area, Bonded and Logistics Center (Class B), designated port for imported food and second-class shipping port, the zone guarantees itself to be an area of developing port logistics, professional logistics, comprehensive logistics, mineral building material, chemical engineering, equipment, automobile, new material logistics, container logistics, bonded logistics, bonded storage, product display and bonded processing. Besides, it supports itself to be a comprehensive bonded area and free trade zone.
Ⅱ.Enterprises settling in the development zone
Currently, there are 892 enterprises in Yibin Lingang Economic and Technological Development Zone. Among them, there are 35 key enterprises of commercial logistics including Sichuan Yibin Port Co., Ltd, Yibin Xinlian Logistics Co., Ltd, Yibin Beidahuang Hejiu Food Processing Group Co., Ltd, Yibin Xinchengchu Co., Ltd, Sichuan Gangrong Investment Development Co., Ltd, Yibin Yilian Property Investment Development Co., Ltd, Yibin Zhejiang Business Western Financial Science &Technology City Development Co., Ltd, Yibin Lingang Hengxu Machinery Manufacturing Co., Ltd and Yibin Tianyuan Group Co., Ltd.
Ⅲ. The strategic target and development goal of the development zone
By following the development concept of “boosting industries and city by port, integrating the development of city and industries as well urban and rural areas ”, “three great strategies, two spans” of the provincial Party committee and “2365” strategic allocation (2 goals, 3 centers, 6 bases and 5 strategies) of the municipal Party committee, Yibin Lingang Economic and Technological Development Zone is an integral part of the plan of regional integrated development including the Yangtze River Economic Belt and Chengdu-Chongqing Economic Zone, focuses on “ great industry, prosperous port, quality service, sustainable ecology”, makes a modern, international and ecological “the 1st gateway to the Yangtze River and industry ecological port city” and aspires to become an international and modern new zoneintegrating education, research, industry, port and city(five in one) and a completely pioneering reform zone of “innovation, coordination, green, openness, sharing”in the southern Sichuan. Firstly, we should greatly develop the industry of university education, research institutes and vocational education in order to provide the industrial development of Yibin with enough talents. Secondly, we should promote and improve our ability to make scientific innovation in an all-rounded way,and build a batch of project R&D research center, joint labs and pilot base based on the industries in Lingang.We should create the platform of both entrepreneurship and innovation in multiple ways and accelerate the integrated layout of education, research, industry and innovation. Thirdly, we should focus on the specialty industry and strategic emerging industry of Lingang to promote the rail transportation, new energy automobile, intelligent manufacturing, universal aviation and new material, expand the economic scale of the zone and build characteristic Lingang industrial cluster. Fourthly, we should grow the port economy with interactions among four ports. By relying on the powerful collection, distribution and delivery system of Yibin Port, we should give full play to the functional platforms including second-class shipping port, designated port for imported food and Bonded and Logistics Center to pursue multimodal transportation and convenient and efficient transportation system featured by interactions among four ports. We should also speed up establishing a shipping logistics center of multimodal transportation to make an “open Lingang”. Last but not least, we should vigorously foster a both smartand ecological modern city in Lingang new zone. By advancing the building of demonstrationzone of green development at the upper reaches of the Yangtze River and creating the ecological and green environment for mankind as well as the urban system of “fivein one”, we need to meet the transformation of demand structure towards diversity, highend, and service and create unique urban atmosphere and quality and a modern smartnew city.
Ⅳ. Major cooperation and investment attraction intentionsin the development zone
Currently, the zone is exploring to set up Sichuan Yangtze River Economic Belt Industrial Development Foundation and Industrial Transfer Guidance Foundation. By means of entrusted management, investment and cooperation, we try to co-build industrial parks with others. We are in the process of accelerating the establishment of key industry parks including advanced equipment manufacturing industry base in the zone, Yibin intelligent terminal industrial park, Lingang new material industry base, Yibin Lingang international logistics park, Lingang industry headquartersbase, Lingang country-based park and entrepreneurship business incubator. Meanwhile, we are in the process of promoting a large number of key projects of industry development, infrastructure and urban development including Southern Sichuan Interurban Rail, rail connected to the port, Chongqing-Kunming high-speed railway and the Yangtze River Bridge for both roads and rails in Yanpingba.
