On July 22, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, chaired the (enlarged) meeting of the Party Leading Group of the People's Government of Sichuan Province to convey and study the guiding principles from the third plenary session of the 20th CPC Central Committee and discuss the implementation strategies in line with the plans and requirements of the CPC Sichuan Provincial Committee.

It was highlighted at the meeting that the third plenary session of the 20th CPC Central Committee is an exceptionally important gathering, convened at a critical period for our endeavor to build a great country and move toward national rejuvenation on all fronts through Chinese modernization. The report on the work of the Political Bureau presented by General Secretary Xi Jinping and the important addresses delivered by him systematically review the major achievements in the national and Party's undertakings since the second plenary session of the 20th CPC Central Committee, provide a profound exposition of the major theoretical and practical questions on further deepening reform comprehensively, and offer us a clear path forward and fundamental guidance to follow. The Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization considered and adopted at the session carries forward steps for comprehensively deepening reform since the third plenary session of the 18th CPC Central Committee. It is seen as a new chapter for advancing Chinese modernization on the new journey and another important guiding document in the history of our Party.

It was stressed at the meeting that studying and implementing the guiding principles from the session represent a major political task both at the present and for some time to come. It is essential to engage in a meticulous and faithful study of General Secretary Xi Jinping's important addresses and the Resolution, thoroughly understand their essence and core, more profoundly grasp the decisive significance of the "two affirmations", maintain a keen awareness of delivering on the "two upholds", and effectively keep our thoughts and actions aligned with the CPC Central Committee's decisions and plans. We must accurately understand the guiding philosophy, overall objectives, major principles, and key tasks for further deepening reform comprehensively, make our reforms more integrated, focused, and effective, and hammer away at implementing these reforms. In closely aligning with the realities of Sichuan to identify the focal points and breakthroughs for reform, we should concentrate on building a high-standard socialist market economy, improving incentive and constraint mechanisms for promoting high-quality development, enhancing institutions and mechanisms for fostering new quality productive forces in line with local conditions, refining mechanisms for implementing the coordinated regional development strategy, advancing integrated urban-rural development and all-around rural revitalization, developing new institutions for a higher-standard open economy, refining the system for guaranteeing basic public services, and improving ecological conservation systems, among other reform requirements. We will delve into comprehensive research and strategize a set of pivotal reform measures spearheaded by the provincial government to ensure robust advancement. We are committed to enhancing our governance capacity through self-reform, upholding fundamental principles and breaking new ground, taking a realistic and pragmatic approach, and transforming the guiding principles from the third plenary session and the directives of the provincial Party committee into the momentum fueling Sichuan's high-quality development and the driver for elevating the public's sense of fulfillment and satisfaction.

The meeting conveyed the spirit of the instructions and comments recently made by General Secretary Xi Jinping, Premier Li Qiang, Vice Premier Zhang Guoqing, Vice Premier Liu Guozhong, and other leaders. It emphasized the need to draw profound lessons from the major fire accident in Zigong on July 17 and the flash flood and debris flow disaster in Malie Township, Hanyuan County, Ya'an, on July 20, fully implement safety responsibilities and effectively carry out current safety work. A special rectification campaign is to be initiated to address prominent risks and hidden dangers in seven areas: fire safety, hot work operations, flood disasters, geological hazards, workplace safety, confined space operations, and summer tourism and culture events. We must resolutely curb the occurrence of various production safety accidents, make all-out efforts to protect the lives and property safety of the people, and foster a conducive environment and robust support for development.
