On July 12, seven departments of Sichuan Province, namely, the Department of Human Resources and Social Security, the Department of Economy and Information Technology, the Department of Education, the Department of Science and Technology, the Department of Finance, the Department of Commerce, and the Bureau of Economic Cooperation, jointly issued the Eight Measures for Promoting the Development of New Quality Productive Forces in Sichuan with High-Quality Human Resource Services (hereinafter referred to as the Eight Measures). As the nation's first provincial-level special policy aimed at bolstering human resource support for new quality productive forces, the Eight Measures adhere to the principle of guiding supply with demand and creating demand through supply, while striving to promote the deep integration and mutual empowerment of human resource services with sci-tech innovation and industrial innovation, thereby boosting the high-quality development of Sichuan Province.
Developing new quality productive forces is an inherent requirement and a crucial focus for promoting high-quality development. General Secretary Xi Jinping stressed that a virtuous cycle should be formed among education, science and technology, and personnel training. This should align with the requirements for developing new productive forces to improve the mechanism for training, introducing, employing talent and facilitate a reasonable talent flow. This important deployment fully highlights the significance of talent in the development of new quality productive forces. Sichuan not only has a solid foundation for cultivating and developing new quality productive forces but also possesses an advantageous endowment in promoting the development of high-quality human resource services. The Eight Measures are specifically tailored to strongly encourage the top-tier talent and workforce to flow towards the new quality productive forces.
Facilitating the Flow of Top Talent and Workforce to New Quality Productive Forces
The Fifth Plenary Session of the 12th CPC Sichuan Provincial Committee reviewed and approved the Decision of the CPC Sichuan Provincial Committee on Solidly Promoting High-Quality Development by Focusing on the Development of New Quality Productive Forces. Focusing on technological innovation and improving production efficiency, it explicitly proposes to vigorously develop producer services, including modern logistics, industrial design, science and technology services, futures delivery, and human resource services, accelerate the construction of a western financial center, foster service-derived manufacturing, initiate provincial-level pilot projects integrating advanced manufacturing and modern service industries, and establish a new high-quality, highly efficient service industry system.
The Eight Measures propose specific goals and pathways to promote the development of new quality productive forces in Sichuan through high-quality human resource services, focusing on eight key aspects: (1) implementing collaborative talent introduction to achieve breakthroughs in cutting-edge science and technology; (2) strengthening human resource support for the in-depth transformation and upgrading of industries; (3) driving improvements in the quality and efficiency of talent services across the entire chain; (4) expanding high-level opening up and external exchange of talents; (5) cultivating and bolstering market entities for talent services; (6) enhancing the adaptation efficiency of human resource service provision; (7) enhancing the allocation capability of the human resource market; (8) and improving the overall coordination and support mechanism.
Taking the collaborative talent introduction initiative to achieve breakthroughs in cutting-edge science and technology as an example, the implementation of breakthrough action in this field stands as one of Sichuan's pivotal measures to expedite the advancement of new quality productive forces through harnessing innovation's primary role. The action targets the strategic needs of the nation and the development requirements of Sichuan. Based on the province's resource endowments, industrial foundation, and scientific research conditions, it plans and implements a series of major science and technology projects, striving to break through a number of core technologies in key fields.
Sichuan's human resource services will leverage national and provincial-level human resource service industrial parks and professional talent markets to provide "embedded" and "coupled" service support for high-energy platforms such as the Chengdu-Chongqing (Xinglong Lake) Comprehensive Scientific Center, the Western (Chengdu) Science City, and the China (Mianyang) Science and Technology City. Furthermore, the services will include collecting and releasing information on million-yuan high-salary positions to attract global talent, as well as actively searching for and recommending top-notch talents worldwide. The province will adopt a category-based approach to implementing the action of attracting and pooling talent through major science and technology projects, aiming to maximize the potential of human resource services in drawing in talent, fostering innovation, and bolstering industries to achieve breakthroughs in cutting-edge science and technology.
High-Quality Services Deeply Embedded into Sci-Tech and Industrial Innovations
Sichuan is redoubling efforts to establish a hub for human resource services. By the end of 2023, the province boasted nearly 16,000 human resource service market entities, which offer services to 2.65 million employer units (times) throughout the year. Many human resource service companies have been deeply embedded into the fields of sci-tech and industrial innovation, playing a positive role in attracting high-end talent, developing skilled and technical personnel, and providing professional human resource consulting services, among various other contributions.
In Chengdu, there are now one national-level, one provincial-level, and three municipal-level human resource service industrial parks, which have amassed over 260 human resource service companies. During 2023, these parks offered full-chain services, including recruitment headhunting, training and assessment, human resource management consulting, and human resource service outsourcing, to more than 70,000 enterprises (times), facilitating their development and settlement in the region.
The workforce engaged in the electric power transmission and distribution industry in Yuechi County, Guang'an City, constitutes one-fifth of the national total. Yuechi is celebrated for its substantial role in the sector, with the saying, "For power transmission and distribution in China, Sichuan is the benchmark; and within Sichuan, Yuechi is its shining star". Since 2023, the power transmission and distribution human resource service industrial park in Yuechi County has been bolstering its services in training, employment, and rights protection. Additionally, it has been elevating the workforce skill brand in the sector. Thus far, the park has conducted various skill training sessions for 45,000 person-times and dispatched 165,000 person-times of power transmission and distribution workers to 17 countries and regions.
In Deyang, a renowned state-owned enterprise, with the aid of a human resource service organization, successfully implemented a salary reform based on positions and ranks, establishing a salary system that is position-value oriented, performance and ability-driven, and competitively market-aligned.
"Boosting the development of new quality productive forces is an important responsibility for human resource services," said a leading official from the Department of Human Resources and Social Security. In future collaboration with relevant sides, the department will focus on the coordination and deep integration of human resource services with modern service and advanced manufacturing industries, make every effort to ensure the effective implementation of the Eight Measures, better leverage the significant role of human resource services in gathering talent, promoting innovation, and strengthening industries, more effectively facilitate deeper integration of the innovation chain, industrial chain, capital chain, and talent chain, and provide robust human resource support for the development of new quality productive forces across the province, the official added.
