Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, attended and addressed the meeting. Wang Xiaohui pointed out in his speech that following the successful battle against poverty, consolidating and expanding the achievements in poverty alleviation and preventing any large-scale relapse into poverty are of great concern to General Secretary Xi Jinping and the CPC Central Committee and also represent a political responsibility that all departments at all levels must steadfastly uphold. General Secretary persistently emphasizes and cares for relevant work. He makes important speeches and gives significant instructions at every key juncture in this regard, and during recent relevant important meetings and inspections in local areas, he has put forward critical requirements for consolidating and expanding the achievements in poverty alleviation and advancing rural revitalization across the board, which provide us with directional guidance and fundamental principles for delivering our work. Wang Xiaohui highlighted that due to the province's low ranking in last year's effectiveness assessment, all localities, departments, and Party members and officials must conduct a thorough self-examination on ideological understanding, responsibility implementation, measures and methods, and work style, accurately identify the root causes of the issues, and apply targeted and purposeful solutions accordingly. This year marks the fourth year of the transition period, a critical juncture for effectively bridging the work from the past and the future in the coordination between poverty alleviation achievements and rural revitalization initiatives, and a vital year for us to rally our forces and lead the charge in overcoming challenges. We should concentrate on enhancing the income of the population that has emerged from poverty in our rectification efforts, accurately identify key assistance targets, effectively implement industrial and employment support measures, and optimally utilize policies designed to meet basic needs, thus ensuring that the population out of poverty continues to experience a steady increase in their income. We should concentrate on enhancing the continuous monitoring and assistance mechanisms for preventing a relapse into poverty in our rectification efforts, establish and effectively utilize a three-tiered team of grid workers at the county, town, and village levels, strengthen the sharing and application of data, improve the efficiency of risk elimination, and work to diligently enhance the effectiveness of targeted assistance. We should concentrate on enhancing the management of assistance project assets in our rectification efforts, clarify the responsible entities for management and protection, explore methods to revitalize project assets and ensure that every project asset is properly accounted for and managed. We should concentrate on standardizing the management of rural public welfare positions and microcredit in our rectification efforts, prioritize the placement of eligible individuals out of poverty, particularly those with limited or partial labor capacity, and provide timely credit support to eligible households that have escaped poverty and those on the verge of poverty who can fall back in again easily. We should concentrate on reinforcing the responsibility of county-level departments, townships (towns), and villages in our rectification efforts, ensuring that the responsibilities of various organizations and resident officials are effectively executed and their roles are fully maximized.

Wang Xiaohui emphasized the need to persist in deepening collaboration between the eastern and western regions and effectively convert the benefits of assistance resources into development advantages for the assisted areas. Efforts should be made to advance the improvement of the quality and effectiveness of funds and projects, standardize the implementation and management of assistance projects, strengthen comprehensive supervision throughout the entire process and chain, and ensure that the benefits continue to be sustained. Efforts should be made to elevate industrial collaboration to a higher level, strengthen the attraction and undertaking of key industries, promote the mutual development of culture and tourism, enhance the industrial support of paired regions, and effectively promote wealth creation and income increase for the people. It is imperative to continually narrow the regional development gap, focus on the development of key counties within the framework of rural revitalization assistance, prioritize supportive assistance for underdeveloped counties, and emphasize follow-up support for the populations who have been relocated from inhospitable areas, ensuring that the areas out of poverty and their people do not lag in the journey towards rural revitalization. It is crucial to effectively boost the intrinsic development impetus, design policies that offer greater support for increased efforts and lesser support for lesser efforts, bolster working mechanisms that foster close connections, stable driving effect, and enduring benefits for the development of agricultural households, and persist in cultivating ambition and intelligence in incentive guidance, ensuring that self-reliance and hard work for prosperity remain as the mainstream values. It is necessary to focus on advancing rural revitalization and development, deeply study and apply the experience of the Green Rural Revival Program, dedicate substantial efforts to building a beautiful and harmonious countryside that is desirable to live and work in, and continuously enhance the levels of rural industries' growth, rural development, and rural governance.

Wang Xiaohui emphasized the necessity of strengthening organizational efforts and leadership and continuously exerting efforts to ensure that the requirements and plans set by the central and the provincial Party committee are effectively implemented and yield results. Wang Xiaohui highlighted that since the beginning of the current year, many regions across the country have experienced continuous heavy rainfall, causing severe floods and geological disasters, and additionally, certain areas have been afflicted by severe drought. The Party Central Committee attaches great importance to this issue, and General Secretary Xi Jinping has repeatedly provided key instructions, setting out critical requirements for flood control, drought relief, emergency rescue, and disaster relief efforts. This year, with the arrival of the flood season in our province, extreme weather events have become increasingly frequent. Since July, the province has encountered a synoptic process marked by the most intense rainfall and the widest coverage so far this flood season. Additionally, there is an expectation of increased rainfall across the province in the near future, which will make the tasks of flood control and disaster reduction especially challenging. All localities and relevant departments must strictly adhere to the important instructions by General Secretary and the decisions and plans of the Party Central Committee and the State Council, uphold the principle of putting the people and their lives first, formulate emergency response plans and conduct drills for potential major flooding and severe drought scenarios, ensure practical implementation of responsibilities at all levels, and with an unfailing sense of responsibility at all times, tirelessly advance flood control, drought relief, and disaster prevention and mitigation initiatives, and spare no effort to safeguard the lives and property of the people.
