On July 11, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, chaired an executive meeting of the provincial government. The meeting agenda included conveying and implementing the spirit of the meeting conflating the national sci-tech conference, the national science and technology award conference, and the general assemblies of the members of the Chinese Academy of Sciences (CAS) and the Chinese Academy of Engineering (CAE), studying policies and measures to further stabilize and expand employment opportunities, among other issues.
The meeting emphasized that General Secretary Xi Jinping's important speech at the meeting conflating the national sci-tech conference, the national science and technology award conference, and the general assemblies of the CAS members and the CAE members, provides fundamental guidance for our action to advance the development of the science and technology cause on the new journey in the new era. The conference convened by the Standing Committee of the CPC Sichuan Provincial Committee formulated significant plans for enforcing the spirit of the meeting mentioned above. We must work diligently to ensure studying, comprehension and implementation, taking concrete steps to advance the relevant key tasks. We should focus on supporting the nation's pursuit of greater self-reliance and strength in science and technology, gather and effectively utilize national strategic scientific and technological resources, provide robust backing for the high-standard development and efficient functioning of provincial innovation platforms such as Tianfu laboratories, and accelerate the formation of an innovation hub in the western region. We should focus on promoting the profound integration of sci-tech innovation with industrial innovation, thoroughly implement the "Pooling Resources for the Development of Sichuan" program and the "Three Strengthening" strategy for fostering innovative enterprises, and speed up efforts to cultivate and develop new quality productive forces. We should focus on deepening overall reforms of the science and technology system and mechanisms, expand the scale of the sci-tech innovation investment guidance fund, and promote pilot programs on a larger scale, including the open competition mechanism for selecting the best candidates to lead research projects, the directed commission approach for research endeavors, the racehorse system for advancing concurrent progress in research subjects, and the lump-sum funding scheme for projects, aiming to stimulate the innovative and creative vitality across society. We should focus on implementing integrated measures to advance the causes of education, science and technology, and human resources, accelerate the cultivation and introduction of diversified innovation talents, and establish an inter-city (prefecture) mechanism for drawing in talents and enabling them to fully contribute their skills and expertise. We should focus on constructing an open and collaborative regional innovation system, expedite the development of the sci-tech innovation cooperation zone and the international technology transfer center under the Belt and Road Initiative, and vigorously advance high-level sci-tech exchange and cooperation.
During the meeting, attendees reviewed and approved Several Policies and Measures for Further Stabilizing and Expanding Employment. The meeting stressed that we must take employment as a top priority in our endeavors relating to people's well-being and commit to a coordinated approach in "demand, supply, and service" to maintain the stability of employment. It is essential to persist in prioritizing high-quality and full employment as a key objective for economic and social development, foster industries with significant potential for job creation, such as healthcare, elderly care, and household services, and implement supportive policies, including finance, taxation and social security, on the production and operational front, thereby securing employment positions through stabilizing market entities. It is crucial to ensure effective employment services for key groups, including college graduates and ex-service personnel, while proactively providing support and assistance to special groups, such as those who have emerged from poverty, individuals relocated from inhospitable areas, older workers, individuals with disabilities, and those unemployed for extended periods. Entrepreneurship constitutes the most proactive form of employment; hence, it is necessary to refine the system that harnesses entrepreneurial activities to bolster employment security. Furthermore, consistent efforts are required to enhance public employment services, coordinate initiatives in education, training and employment, effectively tackle issues including employment discrimination, wage and social security arrears, illegal layoffs, and unscrupulous job intermediaries, and expedite the development of a greater employment framework.
